Charles C. Brockett,has served as Chief Financial Officer of the Bank since 2005 and Chief Operating Officer since 2010. From 1998 until 2005, Mr. Brockett was Managing Partner of Enterprise Financial Consulting, a Northern Virginia-based financial consulting firm founded by Mr. Brockett in 1998, which specializes in the areas of accounting, finance and corporate governance specialties such as compliance with the Sarbanes-Oxley Act of 2002. His clients were financial institutions, technology and other middle market companies. Prior to founding Enterprise Financial Consulting, Mr. Brockett spent the majority of his career in banking, having started his banking career in 1980 with First Commercial Bank in Arlington, Virginia. During his nearly 16 years with First Commercial Bank until its sale to United Bankshares in 1996, he held positions of increasing managerial responsibility at the retail level, loan accounting and servicing, operations, consumer lending, commercial lending and Chief Financial Officer. During his tenure at First Commercial, Mr. Brockett also served as a member of the Board of Directors. Mr. Brockett is a licensed Certified Public Accountant in the Commonwealth of Virginia. He received a Bachelor of Science in Accounting from Strayer University in Washington, D.C.
Thomas P. Caldwell, was until April 4, 2011, the co-owner of Caldwell and Santmyer, Inc., Berryville, Virginia, a construction company performing public contracting with an emphasis on school construction. Caldwell and Santmyer, Inc. was sold effective April 4, 2011. Mr. Caldwell oversaw financial management for the company, with annual sales of $50 million. Mr. Caldwell received his Bachelor of Science degree in Building Construction from Virginia Tech in 1975. He supports the Red Cross and Feed the Children charity. Mr. Caldwell is also a member of the Association of Builders and Contractors.
Douglas M. Church, Jr., served as Chairman of the Board of Directors until August of 2007 and currently serves as director. He also served as Chief Executive Officer from November 2005 to May 2007. Mr. Church has over 35 years of banking experience in Northern Virginia. Until 2003, Mr. Church spent his entire career in positions of increasing responsibility with First Virginia Banks, Inc., and its subsidiaries, First Virginia Bank and First Virginia Services, Inc. Mr. Church is currently Chairman of the Central Fairfax Chamber of Commerce, and Treasurer of the Fairfax Rotary Club. In addition, he is Chairman of the Board of Trustees for the Virginia Bankers Association School of Bank Management at UVA, Chairman of the Foundation for the Arc of Northern Virginia and member of the board of directors of the Arc of the United States. Mr. Church received a Bachelor of Science degree, with a concentration in Management, from the University of Virginia, McIntire School of Commerce and is a graduate of the Stonier Graduate School of Banking, Rutgers University. He is a resident of Fairfax, Virginia where he lives with his wife and two children.
Thomas F. Dungan III , is Chief Executive Officer of Management Concepts, a 38 year old second generation training, consulting, and publishing organization. Mr. Dungan is also President of Andover Investments, LLC, a holding company for investment activity in banking and real estate activities. Mr. Dungan’s prior community banking experience includes his service on the Board of Directors of Potomac Bank of Virginia which sold to Sandy Spring Bank in 2007. Mr. Dungan is a graduate of the College of William and Mary, with a BA in Accounting. He is a Certified Public Accountant and worked previously with Arthur Andersen. He is a member of the STEI, the Professional Services Council, Rotary International, and the William & Mary Business Partners Board
Gary L. Hall, is Chairman and Chief Executive Officer of Superior Iron Works, Inc., a steel fabricating and erecting firm located north of Dulles Airport in Loudoun County, Virginia. The company, founded in 1968, specializes in the renovation of large scale government and commercial buildings in the Washington metropolitan area. Mr. Hall is also the managing general partner of BHM&G Investments, LLC, a real estate development company. BHM&G Investments, established in 2001, owns and manages a portfolio of industrial warehouses and office space in eastern Loudoun County, Virginia. Mr. Hall received a Bachelor of Science degree in Business and Management and an MBA from the University of Maryland.
Mark A. Karl, currently serves as the Chief Executive Officer of Bigeye Direct, Inc., located in Herndon, Virginia. Bigeye Direct provides printing, mailshop, personalization and data processing services to approximately 200 national and local companies and employs approximately 100 people. Prior to Bigeye Direct, Mr. Karl was the owner and managing member of Advanced Mailing Services, LLC, which merged with Bigeye Direct on March 1, 2010. Prior to purchasing Advanced Mailing Services in 1995, Mr. Karl was Executive Vice President of Heatwole Miller Company, an Industrial/Commercial Development, Construction and Property Management firm located in Woodbridge, Virginia from 1983 to 1995. Prior to joining the organizing effort for Virginia Heritage Bank, Mr. Karl was a member of the Advisory Board at The Business Bank in Tyson’s Corner, Virginia, where he served for 5 years. Mr. Karl received a Bachelor of Science in Marketing Management from Virginia Tech in 1978.
Joseph J. Romagnoli,is a partner at CST Group, CPAs, PC, in charge of the firm’s audit department and non-traditional engagements including litigation support, attestation services and business valuations. Mr. Romagnoli is a Certified Public Accountant and a Certified Valuation Analyst (CVA) and is also qualified as an expert witness in business valuation and accounting issues having provided expert testimony for U.S. Bankruptcy and Virginia District Courts. Mr. Romagnoli received a Bachelor of Science in Accounting from Virginia Tech.

David P. Summers, has served as Chief Executive Officer since May 2007 and Chairman of the Board since September 2007. Mr. Summers most recently served on the Board of Directors and as an Executive Vice President of Mercantile Safe Deposit & Trust Company from 2005 to 2007. He was formerly President and CEO and a member of the Board of Directors of Community Bank of Northern Virginia (CBNV) for 13 years up until the sale of CBNV to Mercantile Bankshares Corporation in May 2005. At the time of the sale, CBNV had assets totaling approximately $900 million with 14 branch offices located in Fairfax City, Fairfax, Loudoun and Prince William counties. Prior to his employment with CBNV, Mr. Summers spent 11 years with Dominion Bank of Greater Washington. Mr. Summers earned his Bachelor of Science degree in Accounting at Virginia Tech. Mr. Summers is a Certified Public Accountant.
Douglas W. Wallace, is President of the Wallace Insurance Agency, Inc., in Herndon, Virginia, which he founded in 1984. The firm specializes in providing comprehensive medical and life insurance products as well as a wide range of employee benefit services to small to medium-sized businesses. Mr. Wallace is a lifelong resident of Northern Virginia and an active member of the business community participating in a wide range of civic activities. Mr. Wallace earned his Bachelor of Arts degree at St. Leo University in 1976 and obtained the designation of Chartered Life Underwriter in 1991.
Robert P. Warhurst, is President, co-owner and founder of Merrifield Garden Center, a full service gardening and landscaping company in Merrifield, Gainesville and Fairfax, Virginia. Mr. Warhurst founded the company in 1971. Mr. Warhurst is very active in the community and has served as the President of the Merrifield Improvement Association for the past ten years. Mr. Warhurst served as a founding director of Horizon Bank, headquartered in Fairfax, Virginia, from 1989 to 1999, and served on the Board of Southern Financial Bank from 1999 until its sale to Provident Bank in April 2004.
